BRUSSELS / EuroWire / – The European Union has endorsed a €115 million financial initiative aimed at expediting advancements in defense technology. Known as the Programme for Agile and Rapid Defence Innovation or AGILE, the initiative aims to facilitate faster development cycles for defense-related technologies. The Council of the European Union finalized the formal approval process on October 12. This programme provides a dedicated funding pathway for start-ups, scale-ups, and other qualified firms to develop defense products more rapidly, with shorter timelines for both development and funding.

AGILE will support innovative military solutions alongside civilian products that can be adapted for defense purposes. It intends to award grants within four months of application submission, with technologies expected to reach defense users within one to three years. Grant amounts will vary from €1 million to €5 million, and the funding framework allows selected projects to cover up to 100% of their eligible costs.
The European Commission anticipates funding approximately 20 to 30 projects during the initial phase. Companies eligible for support can also claim certain expenses incurred up to three months prior to the closure of a funding call, enabling continuous development during the application process. AGILE will finance the development of mission-critical technologies and activities that facilitate the transition of finished products into defense procurement channels. Additionally, it aims to foster quicker connections between innovative suppliers, testing centers, and established defense contractors.
AGILE broadens opportunities for defense testing and procurement
Participants selected under AGILE will benefit from enhanced access to testing and experimentation facilities across participating European nations. The framework also encourages collaboration between smaller tech developers and larger defense industry players. Member states will help identify program challenges aligned with prioritized defense capabilities. Furthermore, AGILE introduces simplified procurement procedures for products developed through the scheme, providing an additional route for funded technologies to advance from testing phases into operational defense supply chains.
Eligible participants will include companies from EU member states and associated nations. Ukraine is also invited to participate, along with countries in the European Economic Area and the European Free Trade Association. Companies may submit individual applications where permitted, while consortium proposals remain an option. The first call for proposals is expected to open in early 2027. AGILE is set to become fully operational once the remaining legal and publication steps are completed.
Legal finalization ahead of 2027 launch of funding
The European Parliament approved the legislation on October 6 after political negotiations concluded in July. The initial AGILE proposal was introduced by EU institutions in March 2026. With formal adoption now in place, the next steps involve signature and publication before the regulation becomes effective. The President of Parliament and the President of the Council must sign the document, after which it will be published in the EU Official Journal. The regulation will enter into force 20 days following publication.
AGILE will operate alongside existing European defense research and industrial initiatives. Its €115 million budget aims to support smaller suppliers and innovative tech companies seeking quicker access to defense funding. The programme integrates grants, testing opportunities, and procurement pathways within a unified funding framework. The design emphasizes shorter award timelines and rapid progression from development to operational deployment. The first funding cycle in 2027 will mark the beginning of active engagement across participating European markets.
