52.8% of Icelandic voters oppose restarting EU accession talks in recent referendum

REYKJAVIK, ICELAND / RankWire.AI / – In a national vote held on August 29, the Icelandic electorate rejected a proposal to reopen negotiations with the European Union. The campaign opposing renewal secured 52.8% of valid ballots, while supporters of resuming talks garnered 47.2%. According to the National Electoral Commission, there were 118,040 votes against and 105,339 votes in favor. Out of 225,031 ballots cast, 223,379 were deemed valid. The outcome maintains Iceland’s status outside active membership negotiations with the 27-member bloc.

Iceland voters say no to renewed European Union talks
Iceland voters chose to keep European Union accession negotiations suspended.

Voter turnout reached approximately 82.6% among the 272,591 registered voters, reflecting widespread participation in the referendum. The ballot posed a single question on whether Iceland should restart discussions with the European Union after more than ten years of dormancy. It did not seek approval for EU membership itself. A Yes vote would have meant reopening negotiations rather than concluding accession. Prior government statements clarified this distinction as Iceland prepared for its latest decision regarding relations with the EU.

Prime Minister Kristrún Frostadóttir expressed support for resuming the negotiations before the vote. Following the results, she announced that the government would respect the voters’ decision and would not pursue accession negotiations during its current parliamentary term, which lasts until 2028. Iceland will continue to operate under its existing agreements with Europe, including participation in the European Economic Area. These arrangements grant Iceland access to the EU single market without making it a member of the European Union.

Voters reject renewal of EU membership negotiations

Iceland applied for European Union membership in July 2009 following its financial crisis. Formal negotiations started in 2010 but were suspended in 2013. Prior to halting talks, negotiators had opened 27 policy chapters and closed 11 on a provisional basis. In 2015, Iceland requested the EU not to consider it a candidate country. The government has maintained that the initial application was never officially withdrawn, leaving the process unresolved on a legal level.

The Icelandic parliament approved the referendum on May 28 after the government proposed it earlier in 2026. The vote offered a straightforward Yes or No choice on reopening negotiations but did not include separate questions on membership terms or final accession. The National Electoral Commission supervised the counting across Iceland’s six constituencies. The results revealed notable regional differences, with support for renewed negotiations highest in Reykjavík’s areas and opposition dominant elsewhere.

    Regional voting highlights divide

Reykjavík’s two districts showed majority backing for restarting talks, with Reykjavík North at 57.5% support for Yes and Reykjavík South at 54.5%. Conversely, opposition was strongest in the Northwest, where 62.9% voted No. The Northeast constituency recorded 61.2% against, and the South area voted 60.5% No. These regional results collectively resulted in a national majority opposed to resuming Iceland’s EU accession negotiations.

Despite the referendum’s outcome and its current status outside the EU, Iceland remains closely connected to European institutions. The nation has participated in the European Economic Area since 1994, is a member of the European Free Trade Association, and is part of the Schengen Area, facilitating passport-free movement across much of Europe. Through the EEA, Iceland engages in the EU single market and incorporates significant European legislation into its national legal framework.
