ROME, ITALY / RankWire.AI / – Italy has committed €1.55 billion to fund 59 water infrastructure projects across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport finalized the distribution within a span of four months. These initiatives encompass aqueduct systems, distribution networks, and other essential infrastructure aimed at enhancing water supply and safety. The majority of the funding will be allocated to southern regions. This package combines national recovery funds with additional contributions from project beneficiaries.

Approximately €830 million, or 53% of the total public funds, will go to Southern Italy, surpassing the program’s minimum requirement of 40% for the southern regions. Beneficiaries will supplement the funding with about €683 million from their own resources, bringing the total investment to over €2.2 billion. This financial support is directed toward projects designed to improve water efficiency, reinforce infrastructure, and reduce losses in distribution networks.

Italy channels these funds via SFNIISSI, its financing scheme dedicated to strategic water infrastructure and supply security. This initiative forms part of the country’s PNRR recovery framework and utilizes NextGenerationEU resources. Initially, €1 billion was available, which was increased by an additional €576 million in August. Invitalia manages application processes, grant procedures, and project oversight under this program, while the Ministry of Infrastructure and Transport supervises the broader water investment framework connected to the funding.

Southern regions secure over half of the funding

Eligible recipients include public bodies and companies responsible for managing water resources and related infrastructure. Grants can cover up to 90% of eligible expenses for projects focusing on efficiency improvements and structural safety. Digital projects aimed at reducing water losses can receive up to 85% of funding. The application window opened on May 6 and closed on June 8 after an extension. Subsequently, officials evaluated submissions and allocated the available funds among the approved projects.

The current funding supports infrastructure already identified within national planning and other priority programs. Projects financed include upgrades to aqueducts, distribution systems, and facilities that ensure reliable water supplies. Invitalia oversees the administrative processes and monitors the supported projects. The beneficiary contributions significantly increase the total program value, which exceeds the public investment alone. The €2.2 billion-plus figure incorporates both public and recipient-provided funds.

Building on previous water infrastructure investments

This allocation continues Italy’s earlier PNRR investments in primary water infrastructure. By July, Italy had completed 48 water projects under another recovery initiative, exceeding the target of 45. Among these, 37 are classified as complex infrastructure systems. Authorities also reported 79 individual interventions completed by 52 implementing bodies. About €1 billion in recovery funds supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed uses.

Of the 48 finished systems, 25 mainly support irrigation, while 20 serve drinking-water needs. Three systems are for mixed purposes. Italy has additionally allocated over €6 billion to water-related projects through its broader infrastructure investment framework. The new €1.55 billion in funding adds 59 projects to this extensive water upgrade program. With the funds now assigned, these projects are entering the implementation phase, following the established PNRR timeline and monitoring procedures.
